Minutes for the Village Board Meeting on Tuesday, December 5th, 2023
The regular meeting of the Village of Galway Board was held on December 5, 2023 at 5212 South Street. Present were: Acting Mayor (AM) Best, Trustees DiLeva and Hyde and Clerk Treasurer Ruman. AM Best called the meeting to order at 6:30 PM. Minutes were read and a motion to approve as read was made by Trustee DiLeva and seconded by Trustee Hyde. Carried.
Treasurer’s Report
- Receipts-$3 ,835 .26,
- Disbursements-$4, 777. 79,
- Checking-$72, 701.43.
- Savings-$48,546.32
- Grand Total-$121,247.75.
Correspondence
Received invitation from the Glenville Hills Garden Club to participate in the Wreaths for Veterans event to be held on Saturday December 9 at noon. All are welcome.
Code Enforcement
- AM Best met with Mark Concilla on 11/29 to discuss the progress with 5254 North Street and 5185 South Street.
- He has recommended asking Attorney Sutton about getting the Board of Health involved with the situation and the legality of using the Village Board as the Board of Health.
Old Business
- Attorney Sutton has received confirmation that the bank received his letter regarding 5254 North Street. The next step will be preparing the complaint to the NYS Department of Financial Services. Sutton is not recommending that the village enter the house as this point. Code Enforcement Officer Concilla will look at the property when okayed to do so.
- The driver feedback sign was successfully installed on 11/27 on county highway 45 by the Saratoga County Dept. of Public Works. We did not have to hire an electrician.
- Board to continue looking at possible Christmas decorations to install in village for 2024.
- AM Best contacted the NYS Dept. of Transportation regarding the installation of a battery back-up system for the traffic light and they advised that a work permit is needed and Best will contact the Regional Engineer. The light is already LED. Galway Fire Dept. members Kevin Barkley and Russel DeRidder will be updated.
- Trustee Hyde gave an update on the Neighborhood Watch Program. A flyer has been posted in the bank, library and laundromat to seek interested volunteers. Have not had much response yet, but it is the holidays. Resident Cody Reed would like to go door to door after the holidays. Trustee Hyde would like to establish a timeline for action. Her goal is to make a decision after the January meeting whether it is worth pursuing or whether there is enough interest. Trustee DiLeva is interested in helping but not door to door. It was suggested that the village should contact Galway Fire, community organizations and churches to post flyers. Also, it should be posted on our website. AM Best thanked Trustee Hyde for her work on the project.
- Park regrading has been delayed due to snow. It may now be too cold for dormant seeding.
- AM Best is working on the getting estimates for working on the drainage system in the village.
New Business
- Code Enforcement Officer Concilla is requesting the village purchase
- software that will aid him in his job. The cost is around $4,000.00. This will be discussed further at the January meeting.
- Board discussed the idea of putting our existing zoning laws in digital form and the best way to accomplish this. Should we hire someone to do it? Clerk Treasurer Ruman said she would consider doing that. Code Enforcement Officer Concilla and Attorney Sutton expressed the need to look at the existing laws and the need to update. Code Enforcement Officer Concilla suggested that the board might be able to update the laws themselves by working on them each month before or after the regularly scheduled board meeting.
- Town of Galway Supervisor Mike Smith has resigned effective 12/31/2023.
- Abstract No. 7 totaling $853.10 was submitted for approval and payment.
No further business. AM Best adjourned the meeting at 7:20 PM.
